Employees who are on long term sick leave when they are in receipt of full-pay or half - pay during their sickness expected to enjoy the longer benefits which encourages them to being off work on the grounds of sickness.
However employees who are on SSP for 28 weeks may not pass the personal capability assessment and failed the entitlements to Incapacity Benefits simply because it is easy to get a sick note from the General Practitioner.
Best Practise:
1. Always record the full reasons for sickness during back to work interview.
2. Absenteeism reporting to the line manager by an employee rather then text message or a call from relatives.
3. Always keep the absenteeism procedure up-to-date. Do not encourage self-certificate always try to find out whether the employee who is complaining sickness has visited the doctor.
4. Follow the disciplinary procedure if the reasons for sickness are suspicious.
5. Take a statement from the colleague who has seen an employee shopping whilst claiming sick leave.
6. Always prepare a telephone memo of the conversation.
7. Follow the capability related dismissal procedure after obtaining the GP and OHS report about the prospects of returning back to work.
8. Look for alternative route to redeployment or transfer. Please check the mobility clause in the employees’ contract.
9. Take the references from the previous employer on the grounds of sickness and their experience.
10. Carry out the risk assessment for disabled and pregnant employees to avoid any potential claims.
11. Do not encourage employees to claim sick leave. Always keep a record of the employees sickness like for example dates, reasons, authorised or unauthorised, self-certified or authorised by GP, any letter to GP requesting for further info etc. This will discourage employee to clam more sick leave and will help UK's economy.
Follow your own mind after reading the above always speak to your seniors, HP and in-house lawyers and insurer etc.

If friendly fire were reduced the productivity gains achieved through the reduction of collateral damage to employees would pay healthier dividends.
It is estimated that 35% of working age adults with depression are not in touch with health services along with 51% with anxiety disorders and of those who are 46% do not recieve medication or psychological therapy.
The cost of lost employment currently £26.1 bn is just over half of total 2007 costs which are projected to rise to £100 billion by 2026 with mental health service costs estimated to rise to £41 bn over the next twenty years.(www.kingsfund.org.uk - Projected cost of Mental Illness in England)
If human resources are the most valuable assets perhaps it's time to review them as something more than a dispossable bit of kit.
Just a thought in support of "Positive Regard for all" as 'approval deprivation' so often leads to performance anxiety, disaffection and a self-fulfilling absense management problem.
I very much doubt that future governments are going to ensure that there is sufficient funding for health and social care services to meet expected health needs do you ?

Whilst it is essential to manage sickness by managers and HR there must be an effective OH service in place, however, the role of OH is not to manage the sickness or employee as many managers seem to think.
The problem relating to Stress is that too many people can now get a GP note and medication rather than support and help and with some employers offering 6 months full pay it's an all too easy temptation to have absence. Whilst this may appear cynical it is amazing the number of people who become well and return to work at the point of going in to half-pay.
Early and effective referral to OH can keep people at work (which will actually help recovery) and reduce the rates of absence.

In this climate I find it very frustrating that the government has said "Employers should be encouraged to provide services to get sick people back to work."
I think it is the Government should be working on getting more people in to work in the first place. I worked in a financial institution previously and the amount of people that came through the door to get their benefits with a handful of children and countless shopping bags was a disgrace. I cannot belive for a second that they cannot work yet claimed they couldnt find a job or were unable to work. They could walk rouond the shops for hours though and spent my hard earned money on things.
Ther eneeds to be help for the employers in this situation as they are the workers. How can the Government justify not helping employers with people off sick yet can give out free houses and monetary benefits to the many who dont and never have worked.
The Government has said it is not the right climate to put into place this bill for employers yet they have given out millions to those who cannot be bothered to work at all.I am not the only one with the view and I hear it everyday.
People are fed up working and then their money being given away to those who sit at home or, get given up to four thousand pounds for a new car when they come into the country.
When will the Governemnt start helping those that work and pay for all those who do nothing? I like may others have always worked, never had benefit and pay for everything yet it seems that this country has gone backwards. Soon there will be no one left in the country barr those who reap the benefits as all those that work are slowly getting out and going to countries where they are rewarded for working not for sitting at home and shopping all day.
Reward those that work and the employers, not the ones who dont??
