Thats just not fair or equitable and clearly descriminates against the mentally ill by comparison to others whether a minority group or not.
Perhaps they should try claiming again under the proposed Equality Bill !
It could also explain why prisoners can get Housing Benefit and Hospital Patients don't seam to as obviously Prison is defined as Home and Hospital isn't.......
