Daily we have a taxi drive into our car park and drop off and pick up young offenders who are on community service. They light up cigarettes and stub them out on our car park. I have asked them to move on and have asked the taxi not to come into our car park. However, there seems to be a different driver each time and the young offenders now seem to think it is a bit of a joke. What can I do?

If the car park is exclusively yours, you can do various things.
You could do the Private Parking Invoice or Private Parking Clamping that Tesco and Asda have started to do recently, however this is borderline illegal (in terms that it is a penalty, on which there is various caselaw) and is likely to result in hassle for you (where someone is clamped, and then sues both the clamping company and the landowner for redress).
The best solution all round, in my view, is some kind of barrier. There are the small-scale posts, or something more substantial.
The smoking is a different matter - surely this is littering, and you would be entitled to sue for your losses in clearing up this litter.
If you see any of them (especially the driver) smoking in the taxi, then report to the council, as this is now illegal.
Finally - taxi or private hire car/minicab? A complaint to the company or licensing authority may well resolve the issue...
