The issue is in the first paragraph of the article.
All across the country, over perhaps the last 20 years, businesses have been moving from town centres to these out-of-town office parks.
Perhaps the real challenge is for councils to assist reversing this by (a) stopping granting permission for any more and (b) offering tax breaks for businesses who relocate back to the CBD.
