Something needs to be done. My son is currently very frustrated due to his line manager blocking him getting further training. My son offered to pay for the evening / day release course, all he needed was the manager to support him with either flexi-time allowing him to compress work into four days to do day release, or to leave earlier a couple of days, but the manager refused.
This is despite it being very relevant to his job - my son is convinced the manager sees him as a threat, which is why he is blocking it. Senior management say it is up to the line manager to decide if it is useful. At least if he had a right to train, the line manager would have to give senior managers a breakdown of why he disagrees with someone improving their qualifications like this.
