Not much spirit of "good-will" there then between 'them and us' depending which side of the fence you are sitting on and as evidence of issue being raised some time ago surely means any evaluation when agreed is just going to increase any 'back-pay' if due that is going to have to be paid ?
What is the Highland Council frightened of ?
Or is it just generic Council behaviour or 'status quo' in terms any non-consultation where an automatic denial preceeds every discussion....
Would have thought in 21st Century with an ethos of 'Positive Regard' and equal opportunity let alone transparency and accountability that they could manage a little more open, solution focused and joined up thinking instead of making everything combatative.
Perhaps employees would have been better of applying for an ASBO against the council ?
