Surely the issue is that employees who are given blackberries (and company phones, cars, laptops etc) are senior people, for whom a bit of extra effort is implied (if not required) in order to meet targets and get bonuses?

I would agree James. In most organisations it is accepted that more senior or responsible members of the team may be required to be more flexible about working hours to do a good job.
How on earth would you monitor this overtime anyway?
