Its taken them long enough to realise this!!! Another piece of carefully thouight out legislation!
I welcome free travel for all. ( Even the underground which is only for Londoners!! - Discrimination against everyone (pensioners at present) outside of area!

So, if it was going to apply to goods and services would those young people who, as age related customers under the age of 18, having been excluded from learning be able to claim compensation and damages for systemic failure to include them?
Or will the 'Behavioural Apartheid' rule continue to apply because there learning difficulties had not been identified and over time they suffered from emotional problems or approval deprivation presenting as performance anxiety ?
Or, in plain english, because they couldn't read and they were made to feel stupid they learned best form of defence was attack and "Kicking-Off" was the only escape from foreseeable risk of feeling belittled in front of their peers.
There may, of course, also be a claim under Human Rights of the Child for being held captive (no choice under education law) and then humiliated in public when all that is wrong with them is visual stress caused by poor or low eyesight.
Eye sight and hearing tests along with having your innoculations in school were all once available to all children not just those who were well behaved, compliant and had parents who either stood up for their childs right to access free health care or made sure they could pay for health care independently.
So what happened to school health screening for all and if every child really matters why are so many ending up Collateral Damage of systemic failure?
Perhaps that explains why we have 7 million functionally illiterate adults and 58% of display screen operators report symptoms of screen fatigue.
Bring back health screening in schools...........
