Can safety boots be worn by contractors in a mosque?

Workplace Law was recently asked for advice regarding personal protective equipment in a mosque. A maintenance company had secured a contract to service air conditioning units in a mosque, and had been told that they would not be able to wear safety boots as only flip-flops would be acceptable. But is this actually the case?
