Criminal records: who, where and how?

    The scandal over the Home Office’s failure to process the conviction records of more than 27,000 British citizens who had committed crimes abroad rumbles on this week.

    Sir David Normington, the Home Office's permanent secretary, alleges that neither he nor any other ministers knew about the backlog until last week. An unnamed senior civil servant, who supposedly did know, has been suspended after offering information to the inquiry.
