Army censured after recruit who couldn't swim drowns

    The Army has been censured by the HSE following the death of a recruit who drowned in a notoriously dangerous pool while caving. The criticism came during a specially convened Crown Censure, because the Army is immune from prosecution. The civilian caving instructor escaped charges of manslaughter.
