It is essential that building managers reduce the risk of fire and its effects to a minimum for everyone, including disabled people, using environments under their control. Few non-disabled people would consider it sensible to stay in a burning building with no evacuation plan or escape route and it is just as inappropriate to expect disabled people to wait in refuges for 25 minutes until the Fire and Rescue Services arrive. It is therefore a requirement for the workplace manager or Responsible Person to ensure that there is effective escape for people with disabilities.
