A decision by City of York Council to prosecute businesses that display ‘A-boards’ outside premises has prompted questions about where an employer’s health and safety responsibility ends.
A complaint that standing signs placed on the pavement posed a health and safety risk to blind people has led to businesses in York being warned that a failure to remove the ‘obstructive’ boards could potentially result in a fine of up to £2,500.
