The EU Commission has launched a Green Paper, as part of its efforts to promote a European framework for corporate social responsibility (CSR). CSR is essentially a concept whereby companies decide voluntarily to contribute to a better society and a cleaner environment. The consultation document encourages companies to take account of social, environmental and economic pressures and sends a signal to the various "stakeholders" with whom they interact, including employees.

The document encourages enterprises to consider life-long learning and empowerment of employees, reconsidering its occupational health and safety criteria, and reducing its polluting emissions. It also urges companies to develop links with the local community – through both the labour market and community projects.
