One year on, there has only been one notable prosecution under the Regulatory Reform (Fire Safety) Order 2005 (RRO) – back in September the Co-op Group was fined £250,000 after 38 out of its 41 stores in East Sussex failed to meet proper safety standards. So does this make the legislation a success?
